The price of gas rose 17 cents per gallon, or 5.1 percent this month, as oil rose and drivers burned more fuel on summer road trips. It was the first monthly increase since March, and the biggest gain in any July since auto club AAA started keeping records in 2000."

Microsoft Corp. MSFT -0.57% is phasing out the email service, a pioneer of electronic mail accessed on the Web, in favor of a new-but-old brand: Outlook.
The company said Tuesday it is converting Hotmail, which competes with Google Inc.'s GOOG +0.11% Gmail and email services from Apple Inc. AAPL +2.64% and Yahoo Inc., YHOO -0.88% into a revamped Web-based email service called Outlook.com, mirroring the name of Microsoft's dominant line of workplace email software.
Microsoft said its goal is to update a product that hasn't changed much in years, tie it more closely to other Microsoft services and give people a single hub for contacts on email, Facebook Inc., FB -6.22% Twitter Inc. and other non-Microsoft services.
The makeover of Hotmail comes as mobile devices and social media are changing communications throughout business and family life. While email has been a mainstay for PC users since the 1990s, texting on smartphones and messaging on websites like Facebook have trumped email for many users. The new Outlook.com is designed to blend attributes of both new and old communication tools, and adapt them for hardware beyond PCs."

Postal Service to Miss $5.5 Billion Payment to U.S. Treasury - SFGate: "July 31 (Bloomberg) -- The U.S. Postal Service affirmed it won’t make a required $5.5 billion payment due tomorrow to the U.S. Treasury for future retirees’ health care, an obligation the agency said must end for it to become financially viable.
The service has said for months it couldn’t afford the payment, which was initially due last September, nor a $5.6 billion payment required by Sept. 30 for this year. Postal legislation passed by the U.S. Senate on April 25 would slow the schedule for those obligations. The House hasn’t acted on a different postal measure aimed at changes to help the service cope with declining mail volume."

Chicago-based Obama for America hasn’t coughed up $35,000 for the cost of providing police protection during the president’s February fundraiser in Corona del Mar, leaving Newport Beach stuck with the bill, the Orange County Register reported Monday.
According to city policy, parties holding major events in the city are billed for municipal services unless there is a grant or sponsorship to cover the cost. City policy also directs bills unpaid after 120 days to collection agencies."

Romney to announce VP pick by smartphone app - CBS News: "WASHINGTON — Want to be among the first to know who Mitt Romney picks for a running mate? There's an app for that.
The Republican's campaign on Tuesday announced an iPhone and Android application to alert supporters when Romney makes his vice presidential pick. The campaign promises they can find out who Romney chooses "before the press and just about everyone else (except maybe Ann)."
"It's a question everyone's asking: Who will be Mitt Romney's VP? There's no telling when that answer might come," the campaign said.
But it will come in the next few weeks.
As is typical of the process, Romney's running-mate search has been a secretive affair, with only a handful of his closest advisers involved. Aides at his Boston headquarters are planning for the roll-out although they have no information about the candidates being considered or when an announcement might happen. Many aides are relying on news reports to anticipate potential candidates and making guesses about where the presumptive ticket would make its first appearance."
